The quote is just one of Zeus' lines that he says when using his ultimate ability. For Zeus, his Ulti is a lightning bolt that hits every player on the enemy team, hence the lightning effect. And the joke in the last panel about it requiring skill, all he does is press R.
Zeus ulti doesn't hit invisible units, etc, who gives a fuck.

The hook is a skill which requires proper positioning to be effective, the lightning strike is effective all-around and is only activated with a simple key push. The skeleton is a character which could leap to escape.

To you DotA2 players, is there some special significance to the choice of dialogue, aura and skeleton in panel 2? The joke's gettable without it but I just want to know.
Perfectly legitimate, all Pudge players should either be incredibly accurate because...otherwise everyone just has to look at his creepiness for no good reason. Those piercings...they weird me out.
