You can buy low quality precious gems for really cheap. Some years ago there were a collection where they would sell a gems and minerals encyclopedia broken in monthly issues. Every month a new issue with a different gem/mineral would be sold in magazine stands.

I guess it cold be somewhat risky business, since it would require the bar to have a regular amount of expensive precious gems stored just for such an occasion, and the profit would depend on whether people actually bought the rejuvenation potions.

Still, they could have a few, and charge highly.

You can just use a chipped skull instead. Since the quality is the lowest, you can get a chipped amethyst for about 7 dollars.

Well she could always use lab made gems. You only need 1 "chipped" gem. So maybe 30 USD at most, maybe less depending on what "chipped" qualifies as. It takes 9 "chipped" to 1 "normal", so ~$3 a "chipped", or as low as $1 if you count the lab gems as "flawless"

@Khosbayar Bold: I agree, just make em shell out more and use lower-tier gems, I'm sure the plains around Tristam have enough +1s to keep you in business!
