This sums up my experience with a lot of indie games. They have a COOL concept...that they utterly waste. Xenocrisis comes to mind.
I got the same feeling from Legacy of Kain: Soul Reaver. You literally play as a dark fantasy version of the Grim Reaper meaning that all enemies melt before your awesome powers and the vast majority of gameplay is solving puzzles.
