Actually they do have dicks, but no real need to use them. However, Space Wolves and Emperor's Children are an exception, and can even sire children from human women (normal kids using DNA the space marine had before the implants).
If a Space Marine wasn't sterile they would have children with their own genetics, not from the implanted gene seed. The children wouldn't be become like Space Marines.
Potential recruits are given extensive testing before they undergo the gene seed process. Weak candidates would die.
Being pragmatic its probably replaced entirely with easier to use hookups to the power armor's life support/waste recycling systems as part of the Black carapace implantation surgery, but of course that is the last surgery so the question still remains for astartes neophytes :P
honestly I would be glad that beings as powerful as Space Marines are sterile. I am terrified of the ramifications of a self-perpetuating population of demi-god warriors not limited by supply shortages or technology.

I think they still have their dick, probably a tad bigger, but since the process make them sterile and they psycho-conditioned, it's merely a piss tube.
Emperor's Children and other Slaanesh-tainted Marines though, could potentially have theirs returned to function...
