Well, since clarity is used often to mean clarity of mind and energy is generally interchangeable with mana, I get the first panel. The second I assume is from the potion needing time to be used or the effects can be interrupted. The third one looks a bit like a remote viewing spell from DoTA...

Now, in DotA2...ugh.

What a nuisance, then again, when a potion can heal such a large chunk of life, I get the reasoning for the on-hit cancelling.

That's Lina, she casts a shit ton of nukes. Clarity is early game mana regen to offset lack of natural mana regen. It regenerates mana over time. If you're struck while using it, it goes away. Bastard ranged creeps seem to notice this, defy all logic, and strike you for no reason, stopping it.
