On the other hand, if they actually made legendary weapons such as Excalibur, Masamunes or even light-sabers work as they were intended to be: 1 hit kill or it can cut through anything!.... then that would actually made them epic weapons in the game!

That why GW2 rulez, the Legendary Weapons will update to have always the best stat.

Mechanical strength is not Lorewise strength.
Also it would be hard to give the players a sense of progression and achievement if the stuff they get each expansion would be equally strong or weaker than the stuff in the previous one.

I wonder sometimes what it would be like to take an a big mmo like WoW and have all it's end game content (from each iteration and expansion) be at the same level cap. No more soloing former raid bosses, no more gear turned into trash by level creep; just more challenging content as you go. I dream.

This is the luxury Pen and Paper games get that MMOs don't, (usually such powerful items and creatures are explained). You just have to suspend the fuck out of that disbelief and imagine that the items are not so vertically stronger.
