I don't really see how women are at fault that dudes are obsessed with seeing women's boobs outside of pornography. Seriously, capitalizing on dudes being obsessed with boobs is no worse than capitalizing on them being obsessed with League or DotA. And 'suggestive clothing' is stupidly vague.
Now now, there are plenty of female streamers that have a lot of viewers, and don't have their goodies on full display. This won't hurt them. Unless there truly are a shit ton of guys that watch Women play games only for the off chance that some day that woman will stream in pasties and a g-string.

I was somewhat shocked to see how much theorycrafting is being put into circumventing Twitch's new dress code.

The loose solution would work them because it isn't suggestive per se. But there are "accidents". Like a simple normal summer dress, on a very hyper girl. And them everybody is watching girls playing kinetc.
And finally there is cosplay... Maid, school girl, kimono, chinese dress...
Does twitch only demands that it should be covered? Because there is always the option of either very tight clothes that might or not be a little transparent or very loose clothes that might cause some innocent slips.
