I personally enjoy the idea of a non-RNG strategy games - but it mostly makes them puzzles. Druidstone: Secret of the Menhir Forest is a lesser-known one that I liked - by the Grimrock people, it's effectively a set of goal-oriented no-RNG "XCOM puzzles" with a DnDish theme and character building.
@Hradecky Late game and you're still shooting things? Psi-control aliens to scout, football launchers to kill. If you are using direct fire weapons you are risking your soldiers. Or are you talking about Xcom2?
I think the main problem wasn't the 50% chance to miss on elite soldiers looking silly. Much worse (at least for a hardcore audience) was the "Do OR DIE" situation where you have the perfect setup and your soldier will miss on a 95% hit chance.
When this happens late in the Iron Man campaign...
