Its like calling pengiun a bird, technically it is a bird but that poor bastard cant fly (it can swim gracefully through water, but thats not the point). Same with new XCOM - its tactical game which is... actually not a tactical game...
p.s. playing X-COM: Apocalypse now - much, MUCH more awesome.

Yyyyeah, a tactical game with aliens like... waiting for you to find them and hit chances that depend only on alien being next to "cover wall" or not, because stairs and some other objects cant provide cover; bullets fly through walls; no actual bullets (only hit chances per shooting action);etc etc

depending what edition it was. In later editions 20 is a crit, no ifs or buts (crit range in general was made smaller to compensate, so no more 15-20 crit weapons).

I was disappointed when MvM turned out to be yet another game(mode) where all that mattered was how much damage you throw at the other end. I don't know why developers seem to love developing games where defense becomes irrelevant.
