Gus, think of it like this: they're big enough to either deflect or absorb bullets.

She would looked cooler if she was actually wearing kevlar. It would make her look like a more believable version of  the female heavy and less like "desperate to see comic book tits" version. Big as they are, they're not gonna stop bullets.

The closest hat I'm aware of that the heavy is wearing is called an ushanka, with the flaps tied up.
