Even in games prying for "realism" such as No More Room in Hell, ammo boxes carrying 15 bullets is ridiculous, especially when they use models of real-world manufactured boolets for 50 count boxes :P . Apparently people don't want ammo enough to have to try-hard to find it xD
Ahem, yes, it is 2 bullets... But to be more correct it's 10 BOOLets.

Payday 2 does offer both stealth and combat in most missions, and sometimes more than one approach to either, but I still don't think they're comparable, they differ A LOT.
For that, Metro:2033 is really nice. You see a bullet? You get a bullet. You see five bullets? You get five bullets.
You have to FIND them, but it's a really nice feeling when you do.
It could just be that the boxes you find have already been used. Somebody loaded their clip, had a few extra left, and set the box aside for safe-keeping. Or just threw it down, not caring about littering.
@Chen Yakumo add misery mod for ultimate bullshit mode, enemies spray you wildly with bullets and never get their weapons jammed, once you kill them the weapon is in shit state and with 0 bullets on them

with everyone getting augmented you need larger bullets.
There is no way you can fit more then two of those into such a box.

clearly the reason is that those bullets you get are much more superior and powerful than the normal ones.
what? you thought all those goons/minions were easy to kill? no, they actually have the same amount of HP you have, it's just that your bullets are superior.

Maybe your finding leftovers? The bad guys seem to have plenty of ammo, those are just the two that didnt fit in the gun clips after filling them.
